Indeed, it is the mediant ratio between those simpler intervals, as it is (12+21)/(5+9). Other relatively simple tenths in this region can be generated by taking the mediant between 12/5 and 33/14 (which is (12+33)/(5+14) = 45/19, about 1492.7¢) and between 33/14 and 21/9 (which is (33+21)/(14+9) = 54/23, about 1477.6¢.
